Most images are smallish and are written continuously so it's just a matter of seeing 0xffd8ff at the beginning of a block and reading until you see 0xffd9 (in the case of jpg files). you read through the raw blocks on the disk looking for indicators of specific file types. This is where file carving comes into play. But not all hope is lost at this point because the data is still on the disk, you just have no clue where. In the case of a full (not quick) format it also rewrites the index as blank. Formatting it can be a bit more catastrophic as it doesn't the actual data in most cases, but just the header at the beginning of the disk telling the OS where the file index is. This works as long as nothing else used those blocks. Undeleting it is just a matter of telling the OS that the file isn't deleted and marking the blocks as used. It depends, Normally when you delete a file, it doesn't actually delete the file, it just marks the file as deleted and marks the blocks where the data is as usable.
